The purpose of the project is to increase the State's capacity to recruit, prepare and retain highly qualified personnel in Florida that provide instructional and related services to children with disabilities. The project also includes a management component of the State Personnel Development Grant responsible for federal reporting requirements.

The Personnel Development Partnership (PDP) is composed of individuals from Orange, Osceola, Brevard, Volusia, Seminole, Lake, and Sumter counties. Members of the Partnership meet at least twice a year and include representatives of the Technical Assistance and Training System project, Project Central, FIN, several FDLRS centers, area school districts, and most importantly parents of students with special needs. The goals of the project are to recruit, prepare and retain highly qualified personnel in teaching and related services positions working with students with learning differences. The overall expected outcome is that student progress will be enhanced by implementation of research based practices in education settings Activities within the project are divided into the following areas/activities.
Professional Development Partnership funding comes from IDEA Part B. Activities support:
- Family as Faculty Programs
- ESE Recruitment Activities
- ESE Preservice Preparation Programs for General Educators.
State Personnel Development Grant Activities are funded through IDEA Part D and support:
- Para-to-Teacher programs
- Programs that increase the recruitment and retention of individuals to become ESE teachers and related service personnel
- Issues of Highly qualified for ESE teachers
