S 2596 - Florida Offsite Learning Grants; provides for Education Commissioner to make annual recommendations to Legislature re funding of such grants; provides purposes of such grants; prohibits use of specified sources to fund such grants; provides for commissioner to appoint review panel to assist in reviewing grant applications; requires commissioner to include funding recommendations in DOE's annual budget request, etc. Creates 228.60. S 2604 - Teacher Recruitment & Retention; creates provisions re financial incentives to promote Teacher Recruitment & Retention; requires DOE to award funds for tuition reimbursement to certain instructional personnel; requires dept. to award financial bonuses to certain instructional personnel; prohibits funds awarded pursuant to this act from being included in calculations of retirement benefits; revises requirements for specialization coverages for outofstate teachers, etc. Amends 231.173.
