Public Service and Leadership Development Program
November 2008 Graduates
On November 13, 2008 Public Service and Leadership Development (PSLD) Program was proud to announce the graduates of yet a third group of participants who have successfully completed all the requirements. This group consisted of nine (9) participants who hold a high status positions in public service in the Ministry of Interior of the Republic of Turkey, with titles of Senior Chief Inspectors. These officials studied the U.S. Government system with each having a specific topic of interest to research and prepare for publication in their home country.
As the two previous groups, Chief Inspectors successfully completed each phase of the program, including language training at the CMMS, workshop trainings, and governmental and non governmental visits. With the help of our dedicated community leaders, the group was able to visit: Orange County Emergency Operations Center, Central Florida United Way, City of Winter Park, Orlando Police Department and a two day trip the state Capitol, Tallahassee. Each participants worked on researching information from visits, workshops and literature to write a final report and present a copy for the department and the Ministry of Interior of Turkey.
Participants celebrated their graduation at the Departments of Public Administration starting with certificate ceremony followed by lunch with the faculty, experts from the field and all those that were able to contribute to their success. Guests included: the Dean of the College of Health and Public Affairs, Dr. Michael Frumkin, Public Administration Department Chair, Dr. Mary Ann Feldheim, the Director of PSLD program Dr. Naim Kapucu, Dr. Abels, Dr. Bryer, and Chief Administrative Officer, Mr. Howard Tipton. Each participant received a Certificate of Public Service and Leadership from the University of Central Florida.

August 2008 Graduates
The Department of Public Administration celebrated a graduation of yet another group of Turkish officials on August 2, 2008. Six governors from Turkey were enrolled in the Public Service and Leadership Development (PSLD) program for a whole year. Throughout the year participants were involved in all of the phases of the program from language proficiency and training to Public Service and Leadership workshops to State and local visits which prepared them for their directed research.
As the first phase of the program participants successfully completed an Intensive English Program (IEP) at the Center for Multilingual Multicultural Studies (CMMS) which promotes fluency and proficiency in English. They took numerous courses on reading, writing, grammar, listening and speaking. For their second phase of the program participants participated in a weekly three hour long training presented by UCF faculty and staff members on a wide range of topics germane to public administration. The last phase of the program included visits to state and local government agencies and even the American Red Cross of Central Florida, a nonprofit organization. The highlight of the visits was a two day trip to Florida’s State Capitol, Tallahassee. Participants under the guidance of Mr. Fred Kittinger, who is the VP for University Relations and the Director of State and local Government Affairs, spent a full day visiting state agencies within Tallahassee.
The 2007 to 2008 PSLD program concluded with a ceremony where each participant was awarded a certificate by the Dean of the College of Health and Public Affairs, Dr. Michael Frumkin, Public Administration Department Chair, Dr. Mary Ann Feldheim and the Director of PSLD program Dr. Naim Kapucu, for their hard work dedication and the successful completion of the program.
