Public Service & Leadership Development Program

Public Service and Leadership Development Program aims to contribute to developing, strengthening, and maintaining highly skilled, competent, and professional public service leaders. This program help meet the current and future leadership needs of the core public administration. The program offers leadership development programs and courses that will help to strengthen the participants’ leadership and management capacities.


Language proficiency & training at UCF:

We assume that the program participants will have basic language requirements.  However, if desired, language training will be provided to the program participants based on their level of language skill. The curriculum will focus on: reading, writing, grammar, listening, and speaking. CMMS provides a course free of charge to program participants. Expected outcomes of the language part of the program: program participants will improve their ability to express themselves accurately and fluently in spoken and written English; they will improve their ability to understand spoken and written texts; they will gain confidence in their use of English; and they will experience cultural and political aspect of the US.


Public Service & Leadership Training:

The following topics will be covered during the training  program: The US Government System, Performance Management in Government, Public Service Leadership, Nonprofit/Civil Sector in Public Service, Managing Emergencies and Crises, Strategic Planning & Management, Public Program Evaluation, Research Design & Report Writing, Intergovernmental Administration, Information Technology in Public Service, New Public Management, and Community and Economic Development.  These three-hour trainings will be held every week either in the evenings or during the day depending on the trainees’ schedule. 
Expected results of the training sessions are:  gain experience on the current public management topics; synthesise basic lessons learned in order to apply to other settings; and develop baseline for the directed research projects and final reports.

Directed research: During the last part of the program, the participants will work with the program director and graduate research assistant in order to undertake a directed research project.  Guidance will be provided by the project coordinator for their research.  Graduate research assistant will also meet once a week with the participants to assist them in their research and report writing.  A final 15- 20 page report, excluding references and appendices, will be prepared by the program participants. Participants will have chance to participate local conferences, research meetings, and research colloquiums at UCF.

State and Local Visits:
The program participants will visit local cities and counties to learn the practical aspect of their research topics.  The participants will also go to a one-day visit to the state capital.  Program participants will meet with state administrators and legislators in Tallahassee, Florida’s capital city.  The two/three day visit will include the White House, The Capitol, and other federal buildings.  We will also visit Florida representatives at the Capitol.


Certificate:
A Certificate of Public Service and Leadership Development will be given to the participants who successfully completed all components of the program. A full progress report will also be issued on each program participant.
