Meeting Notes
January 10, 1995

The meeting was called to order at 10:15 am by Jacques Dubois, chair. He asked Lucy Morse for a grant status report. She called upon Rusty Okoniewski who said all the community colleges should have their contracts and invoices. He also said the computers had been shipped to the Consortium steering committee members.

Dubois told about a meeting held the previous Friday for the co-production team. The team's next steps are contingent upon the review of the proposal and the recommendations from the Survey Course advisory committee. Dubois assured the importance of representing the various county school boards and institutions. Discussion continued on the counties involved: Valencia-Osceola and Orange, Daytona Beach-Volusia and Flagler, Central Florida-Levy, Marion and Citrus, Lake-Sumter- Lake and Sumter, Seminole- Seminole and Brevard- Brevard.

Next the committee read though the attached proposal and agreed on various changes. Reactions to paragraphs are also shown.

Paragraph 1: The survey course... Concern was expressed about the need and difficulty in spanning the K-12 to higher education bridge.

Paragraph 4: Ideally, the significance... Attention was brought to the need for emphasizing how obstacles were overcome, but also that our heroes did not just "float" in. Dubois said that the print could be more pragmatic to reflect this.

Paragraph 5: The significance of the... Concerning the missions of the institutions, the video will elaborate that distance learning will not be bolted on, but rather reflect a broader strategy, a mandate the fostering of a new mission. It will cause the reevaluation of how it's doing business.

Paragraph 6: Finally, the significance... Discussion followed concerning the uniqueness of Florida's student characteristics. Other states will probably face Florida's challenges in the next 5-10 years. The target audience was questioned in showing the significance of the economic needs for moving towards distance learning solutions. The legislature will need to hear all of this, but actual faculty need to focus on the appropriateness of the instructional delivery methods for learning. Perhaps the heroes will show their motives for choosing the appropriateness of the technology. A recent article published in the Orlando Sentinel was cited where a high-tech company chose not to come to Central Florida because of the lack of post-secondary graduates. The point was made that often innovations put in place because of cost-efficiency are some of the first to go-they don't last.

Course Design and Structure

Baumbach said we should focus on the good things faculty are doing and show what the potential and possibilities are. Dubois said he was looking at the environments from the Distance Learning Task Force where traditional faculty use technology alongside blackboards. Dubois said he saw the real use of distance learning in meeting the needs of nontraditional students.

The presentation sequence was discussed with the idea of presenting information from the traditional classroom all the way to distance learning methods. Attention would be given to encourage instructional technologies in all uses. The new order of the technology-enhanced learning environments will be: 1) Classroom-Based Learning, 2) Site-Based, Self-Paced Learning 3) Extended Classroom Learning 4) Classroom-Free Learning.

Lesson Design

A suggestion was made to include thorough references in the case studies for issues that are raised. The Learner Support advisory committee needs to work with the video segments to use on-line connections for the video course. Offering supplemental, support information about each course could be offered on-line. Discussion followed on the benefits of various platforms such as the World Wide Web. Video clips or stills could be inserted along with accompanying text.

Creation of an electronic on-line forum which would facilitate online communication between faculty to student and student to student communication will be tied in to the Learner Support Advisory Committee.

Dubois welcomed all to stroke the text of the proposal and e-mail him suggestions. From here it will go to the production teams. Case studies of heroes from Valencia and UCF are needed. Each vignette will be 2-3 minutes long. Post-telecast activities can later be digitized with a scan converter to be added to a web site for learner support, where each case study is a hotword.

The next meeting will be Tuesday, August 29th, from 10:00 am to 12:30 pm in room 100 of the Research Pavillion.
