Learner Support Advisory Committee 
Persons present: Steve Lytle, Keva Miller, Lucy Morse, John Scarpino, Travis Spaulding, Rusty Okoniewski, Barbara Truman
Steve Lytle, chair, opened the meeting at 3:10 pm.
Keva Miller was introduced as a graduate student doing an independent study for Sorg to perform research for the Learner Support committee over the summer.
Lytle felt that the document, State University of Florida's Addendum to the Master Plan 1993 through 1997-98, addressed what the committee should focus on (copies of the Addendum section on Learner Support are attached).
Spaulding mentioned that CFCHE Steering Committee members expressed concern for SACS accreditation standards. The question of whether courses taken through distance learning are reflected on transcripts was raised, but the answer was not definitely known. Rusty said that a survey was being done to find out the hardware and software capabilities of the six community colleges to determine what the lowest common denominator is. This raised the question of equity issues among colleges within the entire state. Some community colleges have very limited budgets to spend on technology.
Lytle said he would get with Morse to talk about setting objectives for the committee. He prepared a handout (see attached), which may be mirrored in the Addendum to the State Master Plan. Scarpino also had an eight-page document from the Council on Instructional Affairs (CIA) Ad Hoc Committee on Distance Education. Membership on this Council includes Marie Foster-CFCC, Tom Furlong-TCC, Paul Kinser-VCC, John Muir-IRCC, Dave Prather-VCC, Bert Purga-BrevCC and Norm Will-DBCC. This Council is concurrently addressing similar issues. See attached document.
After discussion, it was determined that the committee needed further information on articulation, matriculation, equity issues, accreditation, equipment and ideas for creating cultural change to ensure successful implementation of broad-scale distance learning delivery. These issues will be researched and reported on later. Equitable access to ancillary supplies such as media materials must also be considered.
It was agreed that these topics would be researched and considered for the next meeting in June which will be held at Seminole Community College. John Scarpino will look into available dates, times and location.
